Policy or blocklist per AP

It would be very convenient to be able to define a blocklist or policy per AP. In case of devices which are static, it would be nice to allow devices only access to specific APs nearby.
For example during maintenance windows AP's appear and disappear which causes devices to reconnect to very weak AP's in the network and sticking to it. Unless you define smart steering which has it weaknesses too.
Of course it can be accomplished by defining multiple SSID and assigning them per AP by means of tags but this is quite cumbersome and tedious to maintain.
This could be done in a similar way as tags are used to assign and SSID to and AP but now with a tag used on a block list assigned to an AP
