Increase maximum GRE interface number and the ability to encrypt the GRE tunnel with IPsec

Description: The maximum number of supported Tunnel interface is 4 only.

It would be better to increase maximum number of GRE tunnel interface.

In addition, to have the ability to encrypt the GRE tunnel with IPsec to make it secure for routing packet between site.
