Which license can enable security service on the NCC for the USG FLEX series

The UTM security pack and Gold Security are available if you want to enable the Security Service on the NCC with the USG FLEX series.
But the UTM Security pack must be with the nine security services.
If only two or three security services exist, the license is unavailable on the NCC.
