Why the license can not activate on the on-cloud firewalls?

The single services (ex. Anti-Malware, SecuReporter…etc) license can not activated on the on-cloud firewalls, but it's available for the on-premises firewalls.
To enjoy the security service for the on-cloud firewalls, please select the Security Pack licenses.
