Are you mentioning the PWR and PoE LEDs are flashing green at the same time?
Have you tried changing other sockets and power cables? Please make sure the supply power is sufficient.
FYI Here is our local test with PoE12-HP, the LEDs are green steady when the AP is connected to the PoE/DATA port and the switch is connected to the DATA port.

To better understand the issue with your PoE-12HP, please provide us with a video that captures the following steps via private message.
- Power up the PoE-12HP and film the PWR and PoE LEDs.
- Connect the AP to the PoE-12HP and continue filming the PWR and PoE LEDs.
- Unplug the AP and still film the PWR and PoE LEDs.
Additionally, please let us know the model name of the AP you are using.
Your cooperation will help us in diagnosing the problem more accurately.
