Tacacs on XGS-4728F

Hi
I'm trying to enable TACACS on XGS-4728F. The same setup works on GS-2210. Is there any difference in the AAA part of these devices?
I'm also trying to find a newer firmware release for the XGS-4728F but can't seem to find any. I only find a limited number of devices on the zyxel website. Do I need to ask for authorization somewhere to be able to download?
