Why it request password when I apply configuration which is downloaded without encryption?

Scenario:
I downloaded the configuration with encryption, and tried to apply to another firewall, but it requests password to upload, why?
Answer:
Go to Maintenance > File Manager > Configuration file > Advanced, disable "Add Private Encryption Key", then upload the configuration again, thanks.
