Description:
In current design if device ARP table has expired from system. When Client renew IP, DHCP server will send ARP request before DHCP ACK. It should able improve. Since DHCP Request packet already include IP/MAC information. Server sends out DHCP ACK directly will fulfill this requirement.
When ARP/Broadcast is unable pass between client and server, then it is needed.
