How does NCC decide which accounts receives alerts and notifications?

Site-wide Alert Settings supports two notification methods: Email and In-App Push.

For Email Alerts/Notifications, only accounts added on the recipients lists receives email alerts.

For In-App Push Notifications, all administrator accounts with at least FULL site-wide privilege receives alerts in the Nebula Mobile App when signed-in with that same account.
