If you are facing issues connecting two sites using Nebula site-to-site VPN across different organizations (ORGs), it is important to note that current functionality supports the connection only within the same organization, though it can connect across different sites within that ORG.

To resolve issues where a connection is required between sites in different organizations or from Pro to non-Pro devices:

1. Ensure the firewall at the target site is deployed and online.
2. Since Nebula VPN does not work cross-organization, opt for setting up a Non-Nebula VPN configuration as a workaround.
