2-Way Sync or Cloud Monitor Mode for Switches

User @nielsscheldeman  would like to request adding a feature on switches similar to our USG FLEX (H) firewalls, which can be managed both locally and via Nebula simultaneously, or alternatively monitored through NCC while primarily configured via the Web GUI. In 2-way sync management, users can configure their devices, and the settings will be synchronized on both sides. Regarding the cloud monitor mode, this mode prevents configuration via Nebula, thus avoiding overwriting local settings. Both approaches help prevent conflicts and inconsistencies between the Web GUI and Nebula.
