EX5601-T0 issue with DHCP for ezviz cameras

Recently updated the CPE when I moved to fibre; no problems there.
But Id noticed a ezviz camera disappeared.
Turns out it is issuing DHCP DISCOVER messages that the zyxel DHCP server is ignoring.
I've tried the camera against older gateways (pfsense based) - works.
Tried against a linux based dhcp server on another wifi net - works.
Tried a new out of the box ezviz camera on the zyxel network - fail.
looking at wireshark it is clear the DISCOVER message is going out but the camera doesn't move on to sending a REQUEST.
Maybe the DISCOVER is malformed or something but a frustration nonetheless.
I'm not keen on needing another box around just to issue dhcp requests; so questions….
I setup a static DHCP entry for the MAC address of the camera - no joy
I can't set a static IP address on the camera; once even with. static DHCP setup on the zyxel box, again the camera doesn't get a lease. (I don't see a REQUEST so presume its not proceeding.)
Logging in via ssh I can see there is a command tcpdump, but can't make it work: "command not support this action" so am uncertain if the DHCP messages are getting into the box…
Happy for suggestions on this one.
Anyone else have joy with the ezviz cameras and the zyxel box?
The camera is an EZviz Smart Home Battery Camera - model CS-BC1C
