Why is a newly added VPN local user rejected while an older user is accepted?

Answer:
VPN authentication must use only one source at a time: Local User or Cloud Auth User. If local users should authenticate, confirm the VPN method is set to Local User. Apply this setting from the firewall local GUI (not only Nebula) to avoid sync-delay issues.
