Allow to remove from Nebula in the wizard

Currently, when you buy a used Zyxel device or make a mistake and by accident turn on Nebula, it requires an hour of work at my end (and at Zyxel's end) and a day of waiting time to undo. Had I been aware, I'd probably avoided buying several devices.
