problem with ftp and as400

I have a usg200. I have disabled firewall policies.

I have the ftp service on my as400, let me explain: as400 server in dmz. when I try to launch ftp command from as400 to a lan server sometimes it works sometimes not, if in dmz I use windows or linux it always works. If I replace usg200 with iusg100 with dentical onfiguration there are no problems. Where should I look for the solution?

is the FTP port 21 on server?

try Active FTP vs. Passive FTP.

try with FTP ALG in the USG200 disabled or enabled with FTP transformations enabled/disabled.
