GS1200-5HP - Is the real power accurate?

I am trying to diagnose why a PTZ camera drops signal intermitantly. might last 1 hours or 10 hours but eventually briefly drops signal & I have to restart.
I bought a gs1200 thinking my standard poe switch did not have enough power but it says it is only drawing 2 Watts which seems unlikely.
The camera (Leftek, chinese 2mp) works fine on a short 12v adapter but extend with a 3m cable on 12v the camera fails & also anything on the poe, I guess 48v PoE also fails after some hours usually.
I am waiting as just this minute got the the gs1200 but surprised to see it says on 2w.
