Dual wan failover not working

Hi all,

I configured our USG40-W to be dual wan using the OPT port.  I configured a trunk to spillover and set WAN1 as active, WAN2 as passive.  As best I could tell all was working fine.  I then configured WAN1 (advanced settings) connectivity check ICMP, 5 sec period, 1 sec timeout, 3 fail tolerance, checking address 8.8.8.8

However, when I disconnect the fiber into the modem on WAN1 no network is available.  Even after about 2 minutes.
If I look at WAN1 and WAN2 they both show connected normally.  When I unplugged fiber, WAN1 showed disconnected and WAN2 showed connected.  However, we could not access any external sites only internal ones.

Sorry I am pretty new at this stuff.  Any help would be appreciated.

    Options

    Make two rule in network > routing

    1st rule top

    Incoming = Interface

    member = lan1

    next hop

    type = Interface

    interface = wan1

    show advance and check enable connectivity check with a IP

    2nd rule below

    Incoming = Interface

    member = lan1

    next hop

    type = Interface

    interface = wan2
