Flex 700 V4.60(ABWD.0): IDP and Email Security not appearing in Security Policy

Although licensed, activated and configured, IDP and Email Security does not appear as selectable profiles in Policy Control items. 
What can be wrong?

    On the ATP and USG Flex series, once the IDP function is turned on, it will automatically scan the related threat from all the traffic passing through. No additional security policy rules need to be configured after enabling this function.
