    You may follow this guide to join your PC into Domain Controller.

    PC can only belonging to a domain in the same time. If both of PCs are belonging to different domain, then maybe it is the reason.

    NETBIOS service working on UDP 137, 138 and TCP139, 445 ports. You may double confirm these ports are allowed on your PCs.

    I put the PC in the same domain and everything works.
