How to set up white list only on USG 100?

I have Commtouch filter activated & a filter profile with specific URLs white listed. The box is checked to block if no policy exists. I can still access many URLs outside of white list. How can I restrict it to access only the white listed URLs?

Since there are lot of web sites now is all with HTTPs by default.
But the old USG100 cannot check the HTTPs access with the URL filter.
I think that's might be the problem.
Do you test with the pure HTTP web site ?5 -

Just like zyman2008 mentioned, the USG100 cannot check the HTTPs access with the URL filter.
However, the (USG40,40W,60,60W,110,210,310,1100,1900) can support it.

It does block http sites but not https sites. Does that mean I wasted money on a firewall & license? Is there any remedy?

Maybe you can use the firewall to allow outgoing with address object FQDN and block the rest for outgoing.
