how much can you restrict policies

Someone could help me with this question please, I already have blocking pages for example youtube, in my lan and wifi network. But to "skip" this restriction I can use a vpn, and I have access to youtube again. My question is, will you be able to restrict the use of VPN. Thanks for any clarification.

    As your scenario, if user access youtube via VPN tunnel, the VPN application need to be limited.
    You can restrict VPN application by app patrol following below ways.
    Go to Configuration> Security Service>App Patrol

    Here is VPN application which can be limited by device

    Then configure the setting related with created app patrol profile.
