VPN50 - Content Filtering (Custom Service) no longer working since Category Service license expired?

We have not used the Category Service (as we want to only allow certain websites through the router).
Therefore we set up a Filter Profile that uses the Custom Service with 'Allow web traffic for trusted web sites only' set. Then created a list of trusted websites.
This has been working well. However, recently noticed that the VPN50 is allowing all websites through! The only changes I believe are the expiry of our Category Service license. Surely we don't need a license to use the Custom Service?
Any help is greatly appreciated.

Configuration > Content Filter > Trusted Web Sites feature can work without a security license.
