Unable to connect to Flex 200 L2TP with Win 10 client since upgrade to 21H1

To answer my own question, it was MS bug, introduced with MS updates for Windows 10. It broke many L2TP VPNs.
More info here.
Solution is to install KB5010793. It is an optional update, so installation depends on settings.
