Maybe dyndns does not update frequently enough? While rebooting, the USG310 updates the Dyndns data.

The dyndns only update when the interface IP changes if your double NAT and can't get the WAN IP on USG ask for this before it EOL.

Can you check if the USG310 FQDN address object IP is correct mapping to latest DDNS IP in Security policy?
