Do you mean to control the internet traffic from a specific host through USG20-VPN? Bandwidth limit or UTM feature?

Could you describe more for your scenario? I think you need Security Policy for the single PC.
Go to CONFIGURATION > Security Policy > Policy Control, and create a new rule for the PC. You can allow/deny/reject the traffic by the criteria you want, and you also can apply the schedule.
