Serious drop in networkspeed

I have an internet connection of 250/40 Mbit/s. But if I perform a speedtest the download speed is only 100 Mbit/s.
I have a USG40 with 4.32(AALA.0). I am only using the default settings. I didn't make any adjustments.
Any idea what can couse this?

    Does your download speed server have a gigabit card?

    Yes it has. Before using the USG40 the download speed was 250 Mbit/s.
    Now with the USG40 it's 100 Mbit/s.

    In our office, download/upload speed is 300/100 Mbps.

    Here is the test result using Speedtest (www.speedtest.net).

    Firmware: 4.32(AALA.0)

    USG40 is running with the default configuration file.

     

    1. Laptop is connected to ISP directly.

    ISP-----Laptop

    Download/Upload (Mbps):

    238.91/98.47

    254/98.48

    242.40/100.06

    259.61/99.69

     

    2. Laptop is connected to LAN of USG40.

    ISP----(WAN)USG40(LAN)-----Laptop

    Download/Upload (Mbps):

    183.23/99.57

    182.09/99.01

    180.89/99.89

    185.61/97.40

     

    Here is another lab test using Speedtest for your reference.

    Ethernet Throughput (With Firewall Routing, NAT and ADP enabled))

    By 1 connection, with device Default Setting (Mbps)

    http(download)/http(upload)      

    336.86/230.53

     

    Can you share with us how you run the throughput and the configuration file?

    I did a full reset on the USG40. After setting the WAN and LAN addresses I did find out that:
    When setting IDP or Anti Virus to ON via Wizard in easy mode the download drops from 250 to 100.
    Just setting IDP or Anti Virus to ON in Dashboard screen, there is no download drop. But after a reset there is. Seems to me that using IDP and/or Anti Virus performs a severe download drop.

    I will test the USG40 with a laptop directly connected to the USG today.

    It is a normal behavior that throughput drops when UTM functions are enabled.
    Here is the test result using Speedtest.

    USG40 (Firmware: 4.32) 
    IDP and AV are enabled.
    IDP base profile: wan 
    ISP----(WAN)USG40(LAN)-----Laptop
