Web content filter not working at all! sovled

I don't use it really but as I was testing its not working! I selected all categories and it blocks nothing I use the URL to test and it shows what Category a given URL is in so the USG has internet to check and do the lookup and even when action when category server is unavailable is set to block everything is allowed. But if I put in custom service Forbidden Web Sites url then it blocks.

Over looked the option to enable content filter category service 🙄 should really be checked by default
