SSL VPN User limit

Hello,
we're using a SSL VPN Connection on our Zywall 110 to give co-workers access to the office. After adding more than 16 users I got the following message:
Is this a general limit or a licence limit? What can I do if I need to give more than 16 users the possibility to access the VPN connection?

To overwrite the limitation. Here a solution.
Add all the users into a user group.
Then select the user group in the SSL VPN policy.
