I managed to configure when the user will be able to download when connecting to my company's network, but I'm not able to configure the upload for it. I put 10 megabytes in the download and it's working, but I didn't find where to put the upload limit. Could you help me?I have a USG Flex 200 Firew

That BWM which gives you more control but not the total for a interface.

The limits you put in are guaranteed not the limit which is maximum

So with the BWM you can limit LAN to WAN which is:
client from LAN connecting out for a download will be limited by inbound
client from LAN connecting out for a upload will be limited by outbound

    but this will not limit
client from WAN connecting in for a upload will not be limited

You would need a BWM to limit WAN to LAN and it gets a bit trickly which is inbound and outbound with that.

Edit for WAN to LAN BWM

So Inbound is client from WAN connecting in to download

and outbound is client from WAN connecting in to upload

Egress is not a download or upload limit its about packets being sent out the port.

Your WAN port has a Egress limit which will limit upload

You may also want to enable this by SSH
    configure terminal
    bwm control-tcp-ack
    write
