WAN Trunk Passive issue

Hi,
Realise that the bug still exist. I have WAN1 set to passive, and WAN3 and WAN4 active. When WAN4 is down, it will not use WAN3 but only use WAN1.

To add on, it seems that when any active WAN is down, it is set to use only passive WAN rather than other active WAN.
