WAN Ports have no connection after restart

Hi,
i migrated two Flex 100 to Flex 100 H and experience at both the same behaviour.
After a restart, the WAN ports have no connection. I have to manually unplug the cables from the port. After that, the port starts getting IP via DHCP, or with static IP traffic start flowing.
Does anybody have a solution?
