I checked by connecting port 9 to port 10, and port 9 to port 11, but the LEDs did not light up. When I connected port 9 to port 8, the LEDs lit up. I performed a reset, but nothing changed. Is there anything else I can check before concluding that ports 10 and 11 are faulty?"

If connecting a loopback to port 9 and ports 10/11 didn't cause them to light up, it is more likely that these ports (port 10 and 11) are faulty. Could you share the device's serial number with me for record?
