I understand that you can set the usable dhcp range in the switch.
Let put the usable dhcp range as 192.168.0.5 - 192.168.0.253
192.168.0.254 is gateway.
Does that mean I can set 192.168.0.1 - 192.168.0.4 as static ip and it can ping the gateway?

For your question, yes, IP address of 192.168.0.1 - 192.168.0.4 are available for static used after setting your DHCP range on switch.
