Wasn't a new firmware to come out with the CELL LOCK last January?

Not to my knowledge. Cell lock is not mentioned in the release notes for V1.00(ABQY.2)C0 

I don't know if it will be in any release planned for April 2022. You might want to put something in the Consumer Ideas part of this forum or raise a direct trouble ticket with Zyxel please.

I am a consumer too and don't work for Zyxel.
