Configure Site to Site VPN with Public IP's?

Unless the WAN interface IP can separate with the server IP might have the chance.
The easy way is to let server use private IP and if it required to connect from WAN then can use port forwarding and set public IP mapping for it, based on this scenario you can use site to site VPN on both NSG without overlape.
