Where is the cost for ipsec vpn, I can't find where to purchase it

I have been going in circles for it seems hours,  I found out the SSL VPN will not work with Windows 11 and RDP the hard way but the IPSEC does. I can't find where to get the license (perpetual) ,  and  I am unable to get the zero trust one to work.

You can purchase both "SecuExtender, Zero Trust IPSec VPN Client Subscription Service for Windows/macOS 1-user, 1 Year" and "SecuExtender, IPSec VPN WINDOWS Client (perpetual version) version from Marketplace portal directly (https://marketplace.zyxel.com/)
Where to buy:
1. Login to Marketplace portal 
2. Select "Manual -Activation" tab
3. In the "Connectivity & Vertical" section, click "VPN Client" icon, then you'll see the purchasable SecuExtender VPN Client versions in the page 
 

By the way, can you describe further regarding to "I am unable to get the zero trust one to work"?
