The Zyxel LTE 3301-M209 router does not work with a static vodafone ip address. Root access via ssh is also missing to set this value. AT+CGDCONT=1,"IP","staticip"

Looking at the user guide available at https://www.zyxel.com/global/en/support/download?model=lte3301-m209 then you are correct.

There is no ability to put a static IP address into the Management WAN screen. 

I think that Mobile Network Operators (MNO) like Vodafone reserve the right to give out different IP addresses in different parts of their network. 
        - so the device gets its IP address dynamically from the MNO.
                 - The MNO might give the same IMSI the same IP address all the time if they see it in the same cell...or they might not.
