ZyXel VMG3625-T20A Cannot login to router

I have reset factory settings and no default password and login combination is working. The default IP 192.168.1.1 gets me to the login page fine. Tried admin and 1234 with no results. I logged in a few times awhile ago and had my own password and login details but lost them somehow. Reset to factory settings and am not able to login at all now. Please help.

If it is ISP locked will that mean that they would control the login information?
