My WX3100-T0 Power Led keeps flashing fast forever and the unit does not startup

I bought 2 units WX3100-T0 to use as AP's. The 1st one was configured by me (fixed IP address, other SSID/pswd, firmware update) and is working fine.

The same steps done for the 2nd one, but after power-on the Power Led keeps flashing very fast forever and the unit does continue not startup. It responds to ping, but is not showing WiFi network. It does not at all respond to reset or WPS button. I am using a non-Mesh router.

Any suggestion how to solve this?

these are my suggestions:

1. remove all wired devices.
2. try to keep pressing the reset button for 10 seconds.

If the WX3100 still can't boot up normally, I would suggest to contact the local support for checking this device.
