Can I transfer site and devices that are on organizations owned by different accounts?

You cannot transfer to an organization that is owned by different accounts.
You just can use MSP > MSP cross-org manage > MSP Cross-org synchronization > Cross-Org site clone with device movement function to transfer site and devices to different organizations owned by the same account.
