Will Cross-Org setting sync copy all of the organization's setting to the new organization?

No, Cross-Org setting sync only copies the configuration below:
- Idle timeout
- Idle timeout minutes of inactivity
- Login IP ranges IP address list
- Certificate
- Override device ownership
- Paid features indicator
For the other organization-wide settings, please configure them manually.
