Why I failed to assign license from "License" in NCC?

When I assign the license to a device, it shows has 0 remaining, even though I'm sure I have more than 1 license.
When you click "Assign License"
You'll see the pop-up screen, and the license will be assigned to the first device on the screen automatically.
In the meantime, you can't assign licenses to other devices, unless you reset the license first.
After resetting the license, you can assign licenses to other devices.
