No, the organization does not need to be a Pro-pack org. MSP firmware upgrade function allows MSPs to manage the firmware from all organizations with ease. They can set the MSP firmware upgrade schedule for any organization, no matter which organization type. The organization level only affects the organization administrators whether they can manage firmware in organization-wide manage > firmware management or not.
