What is Override device ownership can do?

Nebula has support override device ownership, which means you can use APP to scan the QR code to register the device even if it has been registered by other accounts.
But if you have security concerns then in this Nebula phase we have support to prevent the user from using this function via Organization-wide> Organization settings.
