Is your NSG using a public IP? If not, were you able to set port forwarding for UDP 4500 and 500?
BTW, which procedure were you following?

You mean you can access the NSG's web UI using your public IP?
In that case, do you see anything on the gateway event logs for VPN? Were you able to complete phase 1 at least?

Yes, i see the nsg web ui. I follow the sequence: add vpn user in cloud authentication, after create vpn like in the image. What else?

    Hi @solidsnake74

You need to verify if your ISP router is disturbing.
So I suggest establishing the tunnel using an internal interface.
If it works ... the ISP router is affecting your vpn, if it does not ... please try to provide logs.

    Regards

    Hello @solidsnake74
NSG L2TP support behind NAT scenario since September release, could you please re-active L2TP tunnel in control center then check VPN category in event log to confirm if NSG has receive the initiator packet. Feel free to let me know the result.

    Cheers~
