Keep the last known LAN IP of device visible on Nebula when a device goes offline

When a device goes offline, it's LAN IP address disappears from Nebula.

The normal first step when a device goes down, is to ping it to verify that it is definitely offline and that it doesn't just appear to be offline if we are experiencing a communication issue between the device and Nebula. Because the LAN IP disappears from Nebula, we have to keep a separate list of Devices/LAN IPs in case a device goes offline.

Idea - Keep the last known LAN IP of the device visible on Nebula when a device goes offline.
