[NEBULA] on dashboard how is heavy loading defined??

hi all, as title, anyone know how is heavy loading defined? under what circumstance will I see heavy loading? does it mean the traffic is too much or device is not processing as well?

Heavy loading is defined slight differently for NAP and NSW, it might depend on your setting to inform that the number of online devices exceed some criteria you configured.
