Site to site will not work between USG FLEX 100 and NSG200?

They see each other in Nebula, but the VPN is disconnected. Base pack. Do I need to have something beyond Base Pack in order to have more than one Site to Site tunnel up at the same time? Two branch offices and only one connects to headquarters. What else do you need to know to help?

On nebula, click “More” and “Help”.

Click “Support request” and turn on “Invite Zyxel support as administrator”.
