Move ATP from one site to another in Nebula without losing configuration?

We had a port go bad on our ATP800, and were given an RMA replacement. The original ATP was in nebula, but in Monitor Only mode. After jumping through several hoops, down-grading the firmware, and finally being able to join the replacement to Nebula, I configured the replacement in a site I called Prep. When I finally had it all set, I moved the original ATP with the bad port to a site I called Temp, and tried to move the replacement into the main site. When I do that, it loses all of it's configuration.

This just seems like a poor design. Are you trying to force some kind of license upgrade to use Configuration Management or something?

    Hi @bwoolley,

    If the firewall is under Nebula mode, the configuration will follow your site-wide firewall settings.

    To copy your configuration from site A to site B, please use Configuration management > Synchronization (Pro pack feature) to synchronize.

    In addition, before synchronize, please disable all VPN configuration.

    Your licensing is so confusing. Do I have to purchase a pro pack license for every device in my organization just to be able to set up a firewall before putting it into production? Even if I just wanted to purchase a pro pack license for this one ATP800, it does not show in the list when I go to purchase them. Two other ATP's show up, but it does not.
