Even buy ELITE PACK license, my organization keeps "basic" type...

I have two Zyxel devices, one is NWA130BE and another is USG LITE 60AX.
Just bought the ELITE PACK and apply to USG LITE 60AX, and according to ELITE PACK,
the Nebula Pro Pack should be included for my organization.
However, my org keeps showing the org type is "basic" not pro pack.
Not sure it's just a sync issue or it's my misunderstanding about ELITE PACK.
I need Zyxel's help.
